Regional setting should be used to solve this in account settings.

Valid point regarding format alignment. In first two cases where MMM DD get's suffixed by , YY - we show it only when year does not match current year. This way we win on congnitive load. But I do see your point and it suggests that this approach has a downside of less clarity.
